Deacon David Phillips: A Champion for Motorcyclists’ Rights

From a young boy enchanted by the precision and skill of the Philadelphia Police Motorcycle Drill Team to a passionate advocate for motorcyclists’ rights, “Deacon” David Phillips' journey is a remarkable tale of resilience, determination, and unwavering commitment to justice.


A Dream Realized, A Challenge Faced

As a child, Phillips dreamed of becoming a police officer on a motorcycle, a dream he fulfilled when he joined the Philadelphia Police Department’s motorcycle squad. However, his career took a troubling turn when he arrested a local politician, leading to relentless harassment that forced him to resign. This experience exposed Phillips to the harsh realities of discrimination, a theme that would follow him throughout his life.


The Spark of Activism

In 1973, after relocating to California, Phillips witnessed an event that would ignite his passion for activism. The California Highway Patrol (CHP), Malibu Police, LAPD, and Fire Marshals converged on the Rock Store, a popular motorcycle hangout, issuing citations for crosswalk violations—despite the nearest crosswalk being two miles away. Outraged by this blatant injustice, Phillips organized a protest ride against the Malibu Police Department. The protest proved effective when the citations were ultimately dismissed, demonstrating to Phillips that collective action could challenge and change an unjust system.


Founding ABATE of California

Encouraged by the success of his protest, Phillips soon became involved with the Modified Motorcycle Association in California, working tirelessly to combat unfavorable legislation. In 1981, he founded ABATE (A Brotherhood Against Totalitarian Enactments) of California, a grassroots rights organization fueled by a passionate membership and Phillips’ steadfast leadership.


With a loan for startup funds and his mobile custom paint shop, Phillips traveled to runs and swap meets, advocating for motorcyclists' rights while connecting with fellow riders. ABATE meetings were held in his shop, where Phillips also penned articles addressing legislation, safety issues, and national laws through a self-published monthly newsletter. His commitment to educating the riding community was unparalleled, laying the groundwork for a movement that would grow exponentially.


A Lasting Legacy

Under Phillips' leadership, ABATE of California expanded to 51 local chapters, earning respect from both riders and legislators alike. His dedication to fighting for motorcyclists’ rights transformed the organization into a vital force in California, advocating for legislation that protects riders and promotes motorcycle safety.


Phillips’ legacy extends beyond the numbers; he instilled a sense of community and empowerment among riders, encouraging them to stand up for their rights and advocate for change. Even after his passing in 2017, ABATE of California continues to thrive, a testament to Phillips' enduring impact on the motorcycling community.


A Life of Purpose

Deacon David Phillips’ story is one of triumph over adversity, a journey marked by a deep commitment to justice and an unwavering belief in the power of community. Through his tireless efforts, he not only fought for motorcyclists' rights but also inspired countless individuals to take action and make their voices heard. His legacy lives on in the hearts of riders across California and beyond, reminding us that one person can indeed make a difference.
